Historically, New Orleans has always enjoyed a top heavy government, which allows it's residents and visitors to ignore their duties and responsibilities. The result is traffic insanity. If you visit, don't act like a local – obey all traffic laws and don't add to New Orlean's lawlessness. If the residents and visitors of New Orleans ever accept their social responsibility, America will be delighted, knowing that New Orlean's streets, adults and communities, finally became law-abiding, ethical and conscientious.
